In recent years, the Central No.1 document has used different length to handle the development of agricultural machinery and equipment, and always emphasizes adherence to the main line of innovation. In 2021, we propose to “improve the independent research and homemade capability of agricultural machinery and equipment, and support the R&D and manufacture of high-end intelligent hilly and mountainous agricultural machinery and equipment”. In 2022, further emphasis will be placed on “comprehensively sorting out shortcomings and weakness, and strengthen collaborative research on agricultural machinery and equipment engineering”. Accelerate the promotion of technological innovation and application level of machinery and equipment, and strengthen the support of modern agricultural materials and equipment, and play its key role in reducing grain losses and increasing agricultural production, which is related to the stability of grain production and the increase of farmer’s income, which help to ensure that the two “baseline” are strictly adhered to. At the same time, under the background of a new round of scientific and technological revolution and industrial transformation accelerating reconstruction of the world innovation map and the in-depth adjustment of international economic and trade pattern, higher requirements are put forward on how to realize the independent innovation of the agricultural machinery equipment industry. To speed up the breakthrough of the “stuck neck” problem in key field of agricultural machinery and equipment, it is necessary to adhere to the core position of innovation and build a self-reliance and self-improvement innovation system.
At present, in the promotion of scientific and technological innovation of agricultural machinery and equipment, there are still obstacles, such as innovation chain, technology research and development, talent supply, market promotion, and innovative services. To break through technological innovation of agricultural machinery and equipment, it is recommended to make efforts from four aspects.
Accelerating the integration of research, development, promotion and application. Aim at key industry chain and link to strengthen the innovation of agricultural machinery and equipment, promote the department cooperation of research and development, manufacture, circulation and usage of agricultural machinery, and jointly build a self-reliance and self-improvement innovation system for agricultural machinery and equipment. In terms of research and development, through the coordinated promotion of specialized institution, we will strengthen cross-border and interdisciplinary collaborative research on agricultural machinery and equipment engineering. Based on the advantages of resources endowments, we will carry out the research and development of short slab products and key technologies step by step, and actively incorporate industrial strategies such as the "14th Five-Year" intelligent manufacturing development plan in manufacturing, and take into account market operation and government guidance, starting from the integration of agricultural machinery, agronomy and agricultural credit, and comprehensively improving innovation efficiency. In terms of policy, we need integrate and use various kind of project fund, and support the creation of highland for the development of the smart and intelligent agricultural machinery industry chain. Expand the scale and range of the agricultural machinery purchase subsidies, optimize the subsidy payment method, and support customers to buy more advanced and applicable domestic agricultural machinery. In terms of promotion, actively cultivate new-type agricultural machinery socialized service groups, strengthen the innovation of service module, strengthen the construction of arable land and transformation of machine-friendly, and implement actions such as reducing damage to machinery and land conservation farming. Promoting the extension of agricultural mechanization from food crop to featured planting and from plain to hills.
Strengthen the construction of industry innovation talent. We should integrate science and education resources, and adhere to the step-by-step promotion of the cultivation of innovative talents in agricultural machinery disciplines. We support the combination of “double first class” university discipline construction with service and integration into the national strategy, and strengthen basic research. Implement the support partnership program between central area and local university, promote the development of agricultural science, intelligent manufacturing technology and equipment in local college and university. Do a good job in the discipline layout of vocational college, and consider incorporating agricultural machinery talent training into the target public welfare talent training plan and support it, so as to drive the “four new” disciplines and talent training work to a higher level. Encourage enterprises to independently explore the selection and employment system, expend the scale of “talent venture fund” and “equity incentive holding fund”, fully stimulate the development vitality of agricultural machinery science and technology innovation personnel.
Improve the effective support scale of production technology. Based on the goal of high-quality development, we will focus on the optimization of the layout of the agricultural machinery industry and the collaborative innovation of product technology. Emulate the new industry support measure to develop domestic market through government policy intervention and centralized development strategy, and realize the technological upgrade of domestic high-end agricultural machinery equipment from “key links, local markets” to “whole industry chain, whole industry”. Optimize the category structure of small agricultural machinery for facility and gardening, and expand the radiation range of high-end intelligent equipment such as unmanned driving and automatic navigation by relying on the advantages of information technology such as the Beidou system. We will develop markets for the central and western regions and along the “Belt and Road”, and do a good job in the digestion, absorption and re-innovation of imported technologies. Promote economic and trade cooperation with the help of agricultural machinery exhibitions, and build an integrated mechanism for scientific and technological innovation, demonstration and promotion, international cooperation, and exhibition and trade.
Optimize the industry innovation service system. Seize the opportunity of accelerating the promotion of the national scientific and technological achievements transfer and transformation demonstration zone, and create a dominant position in global agricultural machinery technology innovation map in the new area. In-depth implementation of the pilot reform of the empowerment of scientific and technological achievements in colleges and universities, continuous summarization of experience and timely promotion, and enhancement of the ability to “turn paper into money”. Deepen the reform of scientific and technological innovation benefit distribution, and strengthen the scientific and technological innovation industry-university-research cooperation service of the entire agricultural machinery equipment industry chain. Implement several measures to deepen the reform of the scientific and technological system, establish a fiscal, taxation and financial ecology that serves the innovation of agricultural machinery enterprises throughout the life cycle, and provide support for high-level research and development platform, industrialization awards and subsidies, and tax reduction and cost savings. Encourage the establishment of guiding funds to help the incubation of agricultural machinery scientific research achievements. Accelerate the development of scientific and technological service, and assist in the protection of intellectual property rights of agricultural machinery independent innovation achievements.
